Flexible Spending Accounts

MoneyPlus is a program that can help maximize your spendable income by allowing you to pay certain insurance costs on a pretax basis.

Pretax Premiums

University of South Carolina employees have the opportunity to pay group insurance premiums on a pretax basis for health, vision, dental, dental plus and up to the first $50,000 of State Option Life Insurance coverage. Once you are enrolled in the pretax premium feature of MoneyPlus, you do not need to re-enroll each year. 

Please note that an employee who covers an ex-spouse on any of these benefits is not eligible for the Pretax Group Premium Feature. However, this does not affect your eligibility to participate in a Medical Spending Account or a Dependent Care Spending Account. 

Flexible Spending Accounts

Medical Spending Account (MSA)

  • Enrollment occurs upon initial hiring, within 31 days of a qualifying event or during open enrollment, and you must re-enroll each year in October for the following calendar year.
  • Pretax dollars will be deposited into your account to pay for out-of-pocket medical expenses — the portion of expenses you are required to pay which is not reimbursed by an insurance plan — for anyone you claim on your income tax return.
  • $2,550 can be set aside each year. However, you must use the 2016 funds by the grace period of March 15, 2017 and file claims by March 31, 2017 or you will lose it.  
  • Employees will automatically be sent a MyFBMC Card® to access MSA funds to pay for covered expenses. You may also file a paper claim form [pdf] to facilitate reimbursement. 

Dependent Care Spending Account (DCSA)

  • Enrollment occurs upon initial hiring, within 31 days of a qualifying event or during open enrollment, and you must re-enroll each year in October for the following calendar year.
  • Depending on your tax filing status, up to $5,000 can be set aside each year for dependent care expenses for children under age 13 or physically disabled dependents of any age. However, you must use the calendar year funds by March 31 of the following year or you will lose it.
  • Dependent care must be necessary to permit the employee and spouse (if married) to work or attend school.
  • The day care provider must provide a statement of costs.

Health Savings Account (HSA)

  • Enrollment occurs upon initial hiring, within 31 days of a qualifying event or during open enrollment, and you must re-enroll each year in October for the following calendar year.
  • To be eligible, you must be enrolled in the State Health Savings Plan, and cannot be covered by any other health plan, including Medicare. 
  • $3,350 can be contributed for a subscriber with single coverage; $6,650 can be contributed for a subscriber with any other family member.
  • To contribute to an HSA through payroll deduction, you must enroll in the MoneyPlus HSA established with Optum Bank. Contributions are reported and administered by WageWorks.
  • Employees will be provided an Optum Bank Mastercard HSA Debit card to pay for covered expenses from the HSA.

Limited-Use Medical Spending Account

  • To be eligible, you must be enrolled in a Health Savings Account (HSA).
  • This account may be used to pay expenses not covered by the State's Health Savings Plan, including non-covered prescription drugs, dental and vision care.
  • You must use the 2016 funds by the grace period of March 15, 2017 and file claims by March 31, 2017 or you will lose it.

Login to Manage Your MoneyPlus Account

For your first login, your PIN (password) is set to the last four digits of your social security number. For this first time access, please enter your social security number (no dashes or spaces) in the employee # field, and then the last four digits of your social security number into the password field of the login page.

Once you submit this information, you will be prompted to change your password. This is required only the first time you access the customer service center. Enter a new password and confirm in the appropriate field. Your new password must be a number, and must be at least four digits in length.
