Securing Salary Approval

Before you can extend an offer for your vacant position, you must receive approval for your salary action.

Salary approval can be done in two simple steps. The first step helps you determine the type of hiring action you are taking. In other words, is this a new employee to the university, or are you hiring a university employee who has been serving in a different capacity? Based on the hiring action, the second step explains how to properly submit your request for approval.

Step 1: Determine Type of Hiring Action

The first step in securing your salary approval is to determine the type of hiring action you are taking. All full-time equivalent (FTE), research grant (RGP) or time-limited (TL) hiring actions fit into one of the following categories. Please review the job application to determine which of the following hire type is appropriate.

New Hire – The appointment of a new employee who is not currently employed by the University or another state agency that would represent continuous state service.

Promotion – The assignment of an employee with continuous state service from one established position to a different established position that has a higher State salary range (or rate of pay for those that do not have a State salary range).

Transfer – The movement of an employee with continuous state service to a different state agency position that has the same State salary range. 

Reassignment – The movement of an employee with continuous state service from one UofSC position to another having the same State salary range.

Demotion – The assignment of an employee with continuous state service from one established position to a different established position that has a lower State salary range. Or, for employees in positions without a State salary range, assignment of a lower rate of pay to the employee, except when the employee’s job duties also are decreased for non-punitive reasons.

Step 2: Submit for Salary Approval 

Now that you have determined which type of hiring action you are taking, you need to submit your request for approval. Different types of hiring actions require different levels of approval.   

If you are hiring at the advertised salary rate for new hires, promotions, transfers or reassignments, no further approval is required by the Salary Administration Office. Please check with your department or division to ensure there are no additional internal approvals required.  

If you would like to extend an offer for a salary that is above the minimum advertised rate for new hires, promotions, transfers or reassignments, you must complete the HR27 form [pdf] and submit all applicable documents to the Salary Administration Office through your normal department or division's internal approval process. No offer should be extended prior to approval from the Salary Administration Office.

If your hire action is a demotion, please contact the Salary Administration Office before proceeding.

Once you review the salary requirements for your vacant position and secure your salary approval, you may continue with the hiring process.
