When Love Becomes an Act of Will is a video tape series with discussion guides addressing the unique demands involved in special needs adoption. Adoption professionals and adoptive parents directed the tape design. The series features Elizabeth S. Cole, a leader in child welfare reform and one of the founders of the special needs adoption movement.
