Objectives.

·         Provide a meaningful leadership opportunity for every MIDN/OC/MECEP.

o        Every Midshipman/Officer Candidate/MECEP will hold logical progression of leadership billets in the battalion.

o        Every Midshipman/Officer Candidate/MECEP billet holder will receive a billet description brief and conduct thorough turnover with predecessor. 

o        Every Midshipman/Officer Candidate/MECEP billet holder will be evaluated and counseled on performance throughout the semester.

o        Battalion will conduct semi-annual leadership training (i.e. LRC/TDC, GMT, Ethical Decision Making, etc.).

 

·         Maintain a robust mentoring and counseling program.

o        Every student will receive minimum of three (3) staff advisor counselings per academic semester.

o        Midshipman/Officer Candidate/MECEP billet holders will counsel subordinates (for good and bad conduct) and properly document all counseling sessions.

o        “Old Salt Program” will meet a minimum of one time per semester as a group, and individually throughout each semester, allowing upper classmen to mentor their lower classmen counterparts.

o        Midshipmen staff officers will attend weekly NROTC staff meetings and brief Midshipman events and operations.

o        Advisors will conduct mandatory discussion with all change of major students.

o        Students make realistic grade projections for courses, and inform advisors if projection standards not being met during the semester.

 

·         Prepare Navy Option students to be eligible for their first choice in service selection.

o        Detailed aviation, submarine, and surface briefs will be given, at a minimum, annually to all Navy Option Midshipmen. Briefs will include life as a Navy Officer in each community, and requirements to get there.

o        Staff advisors will supervise student progress in order to ensure that they stay within the required physical, academic, and other standards required to be competitive for service selection.

o        All Navy Option Midshipmen with grades that meet the minimum qualification for a nuke interview will receive personal counseling from the Staff Nuclear Accessions Officer. 

o        All students will be required to take the ASTB to determine if they are eligible for aviation duty. 

 

·         Prepare Marine Officer Candidates to achieve 100% OCS graduation rate.

o        Every OCS candidate will participate in the “Breakfast Club” program during the semester prior to attending OCS.

o        Conduct “Breakfast Club” twice per week during spring semester in order to train OCS candidates in physical fitness, rifle manual, land navigation, general USMC knowledge, and current OCS evaluation and screening standards.

o        Conduct Semper Fidelis Society PT three times per week, focusing on endurance, upper body development, and PFT performance.

o         USMC staff ensures all administrative paperwork and checklists are complete in order to set candidates up for success.

 

·         Provide postgraduate education opportunity for staff officers.

o        Each staff officer will be afforded the opportunity and pursue a postgraduate degree. 

 

·         Achieve a Battalion Grade Point Average above 3.4.

o        Staff advisors constantly supervise student academic progress.

o        Maintain tutor availability within unit for technical courses.

o        Midshipmen Academics Officer ensures tutors are present during required times.  

o        Enforce mandatory study hours program for Term or Cumulative GPAs below 2.8, or any failure or incomplete course.

o        Midshipmen Academics Officer ensures study hours logs are maintained.

o        Freshman Midshipmen and students not in “good standing” due to academics shall provide a grade progress report to their advisor every two weeks. 

 

·         Achieve NROTC Program goal of 65% Technical Majors for Navy Option MIDN.

o        All students will be introduced to these programs and briefed on various benefits.

o        Unit Recruiting Officer will emphasize to all prospective students, the need for technical degrees in the Navy.

 

·         Achieve Nuclear Accession Goals.

o        All students will be briefed on benefits (i.e. professional, education, monetary, etc.) of the Nuclear Power Program, and nuclear power opportunities after Navy career.

o        Promote Nuclear Training Cruises among Midshipmen.

o        Academics Officer will work with Nuclear Power Officer to provide a meaningful interview preparation.

o        Unit will coordinate and host annual nuclear power submarine visit/brief.

 

·         Achieve Scholarships for all College Program Students.

o        Staff advisors assist students through the scholarship application process.

o        Each applicant maintain a 3.4 or greater GPA and a Good High (USN)/ 285 (USMC) score on the PFA/PFT.

 

·         Provide High Quality instruction in Naval Science Courses.

o        All staff members attend new instructor seminar at Pensacola, FL at the beginning of their first year.

o        Instructors participate in teaching seminars offered through the USN/USMC or to USC faculty.

o        Instructors thoroughly research topic.

o        Instructors provide flexible office hours for students.

o        All students fill out course evaluations (truthfully and accurately) at the end of each Naval Science course. Instructors use evaluations to improve teaching materials, techniques, etc.

o        Instructors utilize Blackboard as tool to enhance student learning and overall course effectiveness.

 

·         Achieve a 100% pass rate on PFA; 75% with a score of Good/High or better.

o        Every student & active duty staff member will conduct PT minimum of five times per week (Guidance: 30 minutes of moderate-intensity aerobic activity 3-5 days/wk, 15-20 minutes of strengthening exercises 2-3 days/wk, 10-15 minutes of stretching every day).

o        Every student required to participate in unit PT programs (Semper Fidelis, or Blue & Gold) three times per week.

o        Semper Fi, and Blue & Gold PT will focus on strength, speed, and endurance.

o        Athletics Officer conducts two Inventory PFAs during semester in preparation for Final PFA. (Failure of one or both will result in remedial PT for remainder of the semester.)

o        Enforce principles of exercise throughout unit (Regularity, progression, balance, variety, specificity, recovery, overload)

o        Athletics Officer ensures every student is educated on proper diet and nutrition to maximize physical performance.

o        Enforce remedial PT program for borderline and failing performance, and to assist in medical rehabilitation.

o        Every student familiarizes themselves with OPNAVINST 6110.1H (USN)/ MCO P6100.12 (USMC) for complete Navy/Marine Corps physical fitness standards.

 

·         Achieve a PFT average of 285 for Marine Option/MECEP students.

o        Every Marine/Marine Option Midshipman conducts PT minimum of five times per week.

o        Every Marine/Marine Option Midshipman required to participate in Semper Fidelis PT three times per week.

o        Every Marine/Marine Option Midshipman will focus on strength, speed, and endurance during PT sessions.

o        Enforce principles of exercise throughout unit (Regularity, progression, balance, variety, specificity, recovery, overload)

o        Semper Fi PTI ensures every MECEP/Marine Option Midshipman is educated on proper diet and nutrition to maximize physical performance.

 

·         Achieve 100% pass rate on swim qualification.

o        Every student will participate in annual swim qualification with the battalion.

o        Battalion athletics officer will provide remediation to all students requiring extra training to successfully complete their swim qualification.

 

·         Win the Tri Service Field Meet, Regional Drill Meets, and Pistol Team competitions.

o        Unit will identify strengths in all competition events through a thorough screening process.

o        Participation in Drill & Pistol teams are one-year commitments in order to promote continuity and competitiveness. 

o        Drill & Pistol teams practice minimum of one time per week.

o        All meets will be unit supported. 

o        Preparation for the Tri Service Field Meet will take place during Semper Fi, and Blue & Gold PT three times per week.

 

·         Active participation in, unit clubs/programs, University of South Carolina sports programs, and other collegiate activities.

o        Each NROTC student will participate in at least one unit club/program during each academic fall & spring semester.

o        All NROTC students are encouraged to participate in college-level sports programs (Varsity, intramural, etc.) 

o        All NROTC students are encouraged to participate in USC academic clubs, lectures, and community-based projects.

 

·         Maintain a professional military environment that is free from discrimination or harassment.

o        All NROTC Staff and Students exercise professional behavior at all times.

o        All NROTC staff and students attend required annual instruction (GMT) on proper professional conduct regarding discrimination and harassment.

o        NROTC staff and students will enforce high standards of behavior throughout the battalion.

 

·         Provide facilities that create an optimum learning environment.

o        NROTC Staff Officers ensure that classrooms are properly equipped and ready for instruction for Naval Science courses.

o        Midshipmen Operations Officer ensures that necessary facilities are coordinated and acquired for unit Lab/drill and instruction purposes.

o        Conduct computer hardware and software updates for NROTC computer lab whenever resources are available.

 

·         Provide a motivating, professional Freshman Orientation experience.

o        Capable cadre for orientation is handpicked and thoroughly briefed on specific tasks.

o        Cadre will be evaluated on expectations prior to beginning of orientation.

o        AMOI ensures that every event is rehearsed and evaluated prior to beginning of orientation.

o        OIC gives comprehensive confirmation brief to commanding officer and unit staff prior to conducting orientation.

 

·         Promptly recognize outstanding performance.

o        Students will be recognized for superior performance in all professional areas including, academics, physical fitness, leadership, drill, and contribution to the unit.

o        All awards will be submitted, evaluated, processed, and awarded in a timely manner.

o        “Midshipman of the Month” will be awarded during the drill period following the board.

o         All Midshipmen will wear appropriate ribbons on the designated uniform IAW the uniform regulations.

 

·         Provide a variety of professional, social, classroom and lab opportunities that promote core values, tradition and discipline.

o        Standard General Military Training classes will be given to every staff member and student during each semester. Lessons will relate specifically to Navy/Marine Corps core values of honor, courage, and commitment.

o        Naval Traditions and Values videos will be given prior to every Navy Lab brief and GMT class.

o        Biannual personnel inspections will be conducted In order to evaluate every student’s bearing, knowledge and discipline.

o        “Tally-Ho” (football tailgate function) will allow unit staff and midshipmen to socialize and to evaluate professionalism of students outside of work environment.

o        Unit will host two formal Navy/USMC Balls each year (Birthday Ball in fall & Commissioning Ball in spring), and a spring Mess Night.

o        All platoons will compete in two intra-unit drill competitions each year.

o       Students given opportunity to participate in semi-annual blood drive.
