The Elite Achievers award identifies and recognizes outstanding achievements in the implementation of creative information technology initiatives within the South Carolina community. There are two categories: Annual Budget under $1 million dollars, and Annual Budget over $1 million dollars.

Applicants submitted an award proposal of no more than ten pages detailing and supporting documentation about the project.

SC.GMIS provides an organizational structure and network with associated activities, which may be used by all S.C. county and local government agencies and educational institutions in order to help them in their information and automation endeavors and with associated projects and problems.

The purpose of GMIS is to provide a forum for the exchange of ideas, information, and techniques, and to foster enhancement in hardware, software, and communication developments as they relate to government activities. Over twenty-five years ago, a group of computer professionals, realizing all of us need help from time to time, organized GMIS to foster sharing among all levels of government involved in technology. Not to be confused with other user groups, GMIS focuses solely on sharing situations related to government information processing.
