Leave Transfer Pool

HR Leave Transfer Policy 1.10 [pdf]

Full-time and part-time (FTE) positions working at least 20 standard hours or more per week are eligible to donate leave to or request leave from the university leave transfer pool.

To request leave from the transfer pool, complete the P-72 Form [pdf] and submit it to your department head for review and recommendation to the Division of HR.

To donate up to half of the annual leave and/or half of the sick leave that was earned in a calendar year, complete the P-71 Form [pdf] and submit it to the Benefits Office for USC Columbia employees, or to your campus HR office [pdf], for approval.

All accrued leave must be exhausted before leave is granted from the leave pool.

If you or a member of your immediate family is diagnosed with COVID-19, you may be eligible to receive leave from the university’s leave pool.

Employees requesting leave because of the closure of the university, outside of being diagnosed with COVID-19, must follow the guidelines established in the leave transfer policy.

The policy states that faculty or staff experiencing a personal emergency requiring time away from work for which they have no accrued leave may request a specified amount of annual or sick leave from the pool.

A personal emergency is defined as a medical or family emergency or other hardship situation that is likely to require a faculty or staff member's absence from duty for a prolonged period of time and to result in substantial loss of income because of the lack of paid leave.
