Ben Galloway provides leadership and stewardship for the division’s financial strategies, with an annual operating budget of more than $150 million, and operational functions to ensure effective, efficient, and mission-aligned service delivery.  His role is to translate strategic priorities into operational execution and financial sustainability, while ensuring compliance with governing rules and regulations. 

His leadership responsibilities include Accounting and Budgeting, Procurement, A/R and Billing, Construction and Renovation, Marketing and Communications, Information Technology, and Human Resources.

He has more than 15 years of experience leading financial strategy and business operations which include financial planning and analysis, accounting and budgeting, treasury operations, capital markets, tax, financial reporting, risk management, and process improvement.

Galloway earned a master’s in accounting from the University of North Carolina at Chapel Hill, an MBA from The Citadel and a bachelor’s degree from USC. He also holds certifications as a Certified Management Accountant (CMA), Certified Treasury Professional (CTP), Certified Government Finance Officer (CGFO), Project Management Professional (PMP), Certified in Strategy and Competitive Analysis (CSCA), and Financial Modeling and Valuation Analyst (FMVA).  He is also a graduate of the College Business Management Institute, including the treasury track offered by the Treasury Institute of Higher Education.  He is also a board member of the Government Finance Officers Association of South Carolina (GFOASC).
