The Robert F. Newton Award for Distinguished Service is the most prestigious award recognizing an individual who has displayed extraordinary and outstanding service to NACAS and to the profession of auxiliary services and student affairs. In addition to his dedicated service to USC, Tolliver previously served as president of the NACAS Foundation and has dedicated decades of service to the profession.

The NACAS Foundation is a non-profit organization that improves the quality of life for students and supports affordability in higher education by funding grants and scholarships, professional development programs and research initiatives for auxiliary services professionals, students and institutions.

During his acceptance speech at the conference on Nov. 16, 2025, Tolliver called his experience with NACAS over the last two decades as "the pleasure of a lifetime." Over that time, he has served multiple capacities for the association in three of its four regions: west, central and, most recently, south.

"Many years ago we had a motto 'we make connections that count,' and I still hold true to that," Tolliver says. "I want to encourage all first-time attendees and students to get involved and get engaged. This is a wonderful professional home."

Thanks to Tolliver's dedication to service and professional development, he was joined in Las Vegas by 11 other representatives of the division, representing Housing, Student Health and Well-Being, U101 Programs and Communications and Marketing.
