After graduating from college in 1988, Charles Portney spent two years with the Peace Corps in the Congo teaching farmers freshwater fisheries. He then spent more than 15 years in film and video production working on projects such as "The Lord of the Rings" films. He returned to Columbia and taught adjunct at USC for 7 1/2 years, first in Media Arts teaching film production management, then teaching English as a Second Language with USC's English Programs for Internationals. Before returning to USC in his current position, Portney spent the previous five years as the South Carolina recruiter for the US Peace Corps.

Portney is a proud single dad of a teenage daughter. When not working, they hang out with their handful-of-a-rescue dog, a Dachshund/Yorkie mix named "Bear. He enjoys watching football and baseball, hiking, cooking and planning adventures. He is currently planning a trip to Antarctica sometime in 2023!
