1. Purpose. This Letter of Instruction (LOI) is to provide information and direction for the execution of the University of South Carolina Statewide Naval Junior Reserve Officers Training Corps (NJROTC) Drill Competition to be held 1 March 2008, on the campus of the University of South Carolina.
2. Commander’s Intent. The goal of this drill competition is to foster Esprit de’ Corps among the units participating, as well as provide the students with information regarding life at the University of South Carolina.
3. Executive Summary. Participating NJROTC Units will arrive early on the morning of 1 March 2008. A University of South Carolina Naval ROTC Midshipman will serve as the Guide, and will meet the Naval Science Instructor/Assistant Naval Science Instructor (NSI/ANSI) in the designated parking area. He/she will then escort participants and supporters to check-in with the Drill Meet.

Naval ROTC Unit, University of South Carolina will address the administrative section; the Marine Officer Instructor and the Assistant Marine Officer Instructor will conduct a final coordination brief with the NSI/ANSI. The Commanding Officer, participating units, will provide information regarding the University of South Carolina. Units will be escorted to the Drill Field, where the competition will begin at approximately 0900. Units will be guided throughout the day from event to event, including a picnic and an awards ceremony. Tours of the University of South Carolina campus will be provided upon request.
4. Coordinating Instructions.
a. By 1 February 2008, the entry fee of $100.00 is due. Make checks payable to the University of South Carolina Naval ROTC SRF. Mail the entry fee to - Naval ROTC Unit, 513 Pickens Street, University of South Carolina, Columbia, SC 29208-0001.
b. At 1100 on 28 February 2008, the Commanding Officer, Naval ROTC Unit, University of South Carolina, will make the final decision as to the acceptability of the forecasted weather. In the event of a weather cancellation, all participating units will be notified by email and/or telephone not later than 1600 on 28 February 2008.
c. At 1300 on 12 February the Drill Meet OIC will pull school names out of a hat, to get the order of competition. We will then make the final matrix and send it out via email NLT COB.
d. Awards. Final standings will be announced at the Awards Ceremony.
(1) The overall award categories will include Platoon Armed, Platoon Unarmed, Squad Armed, Squad Unarmed, Color Guard, and Platoon Fancy.
(2) Squad Fancy and Two Man/Individual Fancy categories will not count towards the overall score.
(3) Each of the eight categories will have a first, second, and third place trophy.

e. Uniform. Uniform for the Drill Meet is at the discretion of each NJROTC Unit. Use of jackets and gloves is often appropriate.
f. Timeline.
0715–0830 All units will link up with Midshipmen Guides at the new NROTC building at 513 Pickens Street.( Your Midn Guide will ensure that you get to the track facility.) For those units that need to change we have large locker rooms available for your students to change at the armory.
0830-0845 Welcome Aboard and Information Brief with the MOI and AMOI.
0845-0900 Units will be escorted to the outdoor track facility (South Marion St.) The NROTC guide will remain with your unit until the event is complete.
0900-TBD Drill Competition and Picnic. The sequence of events is provided in enclosure (1). Enclosures (2) through (8) provide specific information regarding the conduct of the competition. Chow will be provided at no additional cost. Each JROTC student and staff member will receive a meal voucher to turn in during chow time.
TBD Awards Ceremony at track facility.

Operations Information
1. Drill Area Size.
Platoon, Armed: 36 yards x 30 yards Platoon, Unarmed: 36 yards x 30 yards Squad, Armed: 36 yards x 30 yards Squad, Unarmed: 36 yards x 30 yards Platoon, Fancy: 36 yards x 30 yards Squad, Fancy: 36 yards x 30 yards 2-Man/Individual, Fancy: 26 yards x 30 yards Color Guard: 26 yards x 30 yards
2. Personnel Requirements:
Platoon, Armed: Minimum of 12; maximum of 36 Platoon, Unarmed: Minimum of 12; maximum of 36 Squad, Armed: Minimum of 7; maximum of 13 Squad, Unarmed: Minimum of 7; maximum of 13 Platoon, Fancy: Minimum of 12; maximum of 36 Squad, Fancy: Minimum of 7; maximum of 13 2-Man/Individual, Fancy: Self explanatory. Color Guard: 4 personnel only.
3. Color Guard. All Color Guards shall consist of two Color Bearers and two Rifle Bearers. The bearer of the national ensign will give commands.
4. Drill Cards. The Team Commander may not carry a Drill Card. The Drill Cards must be committed to memory. The Drill Card does not contain all individual commands required for accomplishment of the movements. The Team Commanders must include commands obviously omitted from the Drill Card.
5. Drill Increments. There will be a “Whistle Blast” every 15 minutes to notify when the units are authorized to begin their next drill evaluation. This 15 minute window will allow enough time for units to move from one evaluation to another. Units will not be allowed to start before the whistle blast. If a unit starts late, and they do not finish before the next whistle, the Drill Team Commander will be told to stop his/her unit, and immediately move out of the drill area to allow the next unit enough time to execute their card.
6. Drill Movements. Basic drill movements will be in accordance with the Marine Corps Drill and Ceremonies Manual
Encl (3) (MCO P5060.20 and the NJROTC Cadet Field Manual (NAVEDTRA 37116)).
7. Drill Conduct. At the scheduled time, the Drill Team will enter the drill area. The Unit Leader will report the unit to the Senior evaluator and request permission to use the drill area.
a. “Good morning (afternoon)Sir/Ma’am, Team Name, or School Name, request permission to use your drill area for Basic/Fancy/Platoon/Squad Armed/Unarmed Competition.” He/she will be told to “Carry On.” At that time, he/she will begin the drill sequence.
8. Fancy Drill. The 2-Man/Individual drill is one entry, unless prior arrangements have been made through the AMOI. This category can be for either a two-man/woman team or a single individual.
9. Upon Completion of the drill sequence, the Unit Leader will “request permission to leave the drill area.”
10. Halted Movements (Regulation cards only). In order to ensure the detailed evaluation of each squad in the competition, all halted movements are given at a pace established by the Evaluator. The Drill Commander, after giving a command, will wait for the signal from the Senior Evaluator before giving the next command. Once the Drill Commander begins the marching sequence, he/she will continue through the card to its completion.
11. Time Limits.

12. Penalties.
Encl (3) a. If a team has less than the minimum number of participants, they will suffer a 5-point penalty per person.
b. Improper Conduct (profanity, arguing, etc.) – 10 points
c. Exceed area boundaries – 5 points, each time.
d. Improper drill sequence – 5 points, per movement
e. Improper commands – 5 points, per command
f. Delays due to tardiness or unprepared – 10 points
g. Time limit violation – 1 point, per second (Fancy Drill only).
h. Drop weapons -10 points
