I.  Policy

A.  Mission  
The mission of Distance Education and Instructional Support
(DEIS) is to support University faculty and administration in the
development and delivery of instructional media and to support
academic units by delivering courses and providing student
services to distant learners who cannot come to campus.  DEIS
evaluates effectiveness of service by measuring the satisfaction
of these populations and by comparing production quality within
the professional academic support community.

B.  Charges
DEIS is funded by the University with state-appropriated funds
for personnel, facilities, and equipment.  The cost for materials
used in projects is not appropriated to DEIS and must be
recovered from all clients.  DEIS charges relate to the type of
funds used by the client:

1.  USC System academic and administrative clients using USC
state-appropriated funds are charged for out-of-pocket costs for
materials, talent, travel, overtime, and other similar items, and
for labor in some situations.

2.  USC System academic and administrative clients using grant or
other non-USC or non-state-appropriated funds and all other
clients are charged for materials, labor, and services as
contained in the DEIS Price Guide.  Departments that do not
consult DEIS to develop budgets to include in grant proposals
that include media production or delivery may not be supported in
their projects.

C.  Rights to Materials
1.  The University will retain copyright and control of materials 
produced with DEIS resources, unless such rights are otherwise 
allocated by written agreement between the University and the 
author(s) of said materials.

2.  Clients producing materials that involve the use of
copyrighted material or delivering copyrighted materials through
DEIS facilities must obtain permission from the copyright holder
before requesting their duplication, transmission, or other use. 
DEIS will not reproduce or transmit copyrighted material without
written permission.


II.  Procedures to Request Media Services

Send a DEIS Request for Services form (all copies), authorized by 
the appropriate department head or other authority, to DEIS, Law
Center, Sublevel 1.

A.  Forms are available from DEIS Administration:  phone 7-9100,  
fax 7-6396, on the DEIS web page www.sc.edu/deis/ or 
email lcaley@gwm.sc.edu

B.  Enter all information on the form, including a complete USC
department, fund, and object code; purchase order number where
appropriate; and name of the person responsible for authorizing
payment of charges or other information needed for billing.

C.  Expensive or complicated projects or requests from non-USC
clients may require a production agreement in addition to the
Request for Services.

D.  DEIS media experts are available for consultation and
encourage departments to contact the production group for
assistance well in advance of due date of media.  Well-planned
and produced media take time, and planning must begin well in
advance of need.  Projects not requested with adequate lead time
may not be deliverable in the time requested.

E.  Request use of media equipment at DEIS East, Business
Administration 004, phone 7-4941.  Pick up and return equipment
at DEIS East unless other arrangements have been made in advance. 
Charges will be made as provided in the DEIS Price Guide. 
Request equipment by giving the following information:
1.  type of equipment needed
2.  who is to use it
3.  where it is to be used
4.  when it is to be used
5.  when it is to be returned
Users are responsible for loss, theft, abuse, or damage resulting
from neglect of equipment while checked out.
