“knowledge” rather than “widgets” they are still required to comply with
all applicable environmental requirements. As many schools have discovered,

groundwater. Penn State University must spend more than $1 million

a training program. The University of New Hampshire may face a penalty
of over $300,000 for hazardous waste violations.
