Chris Byrd tapped to be VP for Human Resources
Chris Byrd has been named vice president for Human Resources at the University of South Carolina.
Byrd, whose appointment will become effective Feb. 16, 2011, was selected after a national search. He has served as director of Budgets and Human Resources for USC’s Division of Information Technology since 2007. In that role, he helped oversee one of the largest and most complex service units at USC, working closely with the system campuses and other university leaders while helping lead a division comprising more than 270 employees and an annual budget exceeding $35 million. Byrd is recognized as an authority on human resources issues and has consulted with states across the country on the design and implementation of HR systems.
USC President Harris Pastides said Byrd’s broad experience and extensive knowledge of HR and technology matters throughout the USC system make him an ideal choice to lead one of the most important divisions at USC.
“Chris Byrd brings a wealth of leadership experience and knowledge of best practices in human resources to this role,” Pastides said. “Our Human Resources division is the equivalent of mission control because their decisions and actions impact every employee throughout our eight-campus system. I am confident that Chris will provide outstanding leadership for this very important unit.”
Byrd will oversee comprehensive human resource programs and policies for a system that encompasses approximately 6,000 permanent faculty and staff and 2,500 temporary employees. His responsibilities will include directing a division charged with daily operations and long-range planning for recruitment and employment, faculty and staff benefits, professional development, employee relations, human resource management, information systems, records and research, salary administration for faculty and staff, staff classification and compensation, position control/FTE management, and international services for faculty and staff.
Byrd, 51, said he looks forward to joining Pastides and his executive team. “I am a firm believer that a strong human resources function can be a tremendous asset to an organization,” he said. “As one of our highest priorities, we will build on a strong HR organization that provides excellent service for all employees and forge strategic partnerships with colleges, schools, and departments throughout the USC System.”
Byrd’s background in state human resources is extensive. Before joining USC, he was assistant director of the South Carolina Budget and Control Board’s Office of Human Resources, where he oversaw development and implementation of statewide HR programs that served 70 state agencies and more than 62,000 employees. He also held many other leadership positions over his 21 years with the state’s central human resources organization.
Byrd is highly regarded in his field and has presented and written extensively on the state’s nationally recognized human resources management system, including contributing to a chapter for a highly regarded public administration textbook. He is a graduate of Clemson University, with a bachelor’s degree in financial management and a master’s degree in personnel services. He is also a graduate of the South Carolina Executive Institute and the Educause Leadership Institute and is trained as a mediator/arbitrator.
