In a forthcoming article in The Journal of Public Administration Research & Theory, Professor Cody Drolc and his co-author study the effect of agency capacity and agency oversight on the quality of public program service delivery. Using panel data from the Social Security Disability program in the US between 1991-2015, they find that while improvements to agency capacity are important to successful policy implementation, improvements to oversight capacity only work against the backdrop of high agency capacity.
