USC Controller’s Office earns 15th consecutive Excellence in Financial Reporting award
Award recognizes sustained excellence in government accounting and financial reporting

The University of South Carolina Controller’s Office has earned its 15th consecutive Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) of the United States and Canada for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2025.
The report provides a comprehensive snapshot of the university’s financial position at the close of the fiscal year including revenues and expenditures, capital assets and other key financial data. The report was evaluated by an impartial panel and found to meet the program’s rigorous standards, including demonstrating a constructive “spirit of full disclosure” to clearly communicate the university’s financial story and engage a broad range of stakeholders.
“This achievement reflects the staff’s ongoing commitment to maintaining the highest standards of integrity in financial reporting and to serving as responsible stewards of the university’s financial resources,” said Mandy Kibler, the university’s associate vice president for the Division of Administration and Finance and university controller.
“Their efforts are particularly significant as we move forward with upcoming capital financing bond issuances, ensuring continued excellence and reliability in our financial reporting practices.”
The Government Finance Officers Association’s Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. This continued recognition demonstrates the university’s dedication to transparency, accountability and long-term financial strength.
