USC campuses must meet new digital accessibility standards by April 24

Federal rule applies to all USC campuses, covers all digital content and services

The U.S. Department of Justice has finalized a rule under Title II of the ADA requiring public institutions to meet updated digital accessibility standards by April 24, 2026.

  • Scope: The rule applies to all USC campuses and covers all digital content and services — both public-facing and password-protected — including websites, mobile apps, course materials, marketing, email, digital messaging and social media.
  • Standard required: All content must conform to WCAG 2.1 Level A and AA accessibility guidelines.
  • Unit responsibility: Each unit is accountable for ensuring its digital content is accessible.

To support this work, a USC systemwide digital accessibility working group is actively leading an effort to identify accessibility barriers, expand training and support, and establish sustainable accessibility practices across the university. Four focused subgroups are reviewing key areas: (1) web and mobile app accessibility, (2) course content accessibility, (3) distributed content accessibility and (4) social media accessibility.

Meeting the April 2026 deadline will take shared effort across roles and units. Your engagement — whether updating content, attending training, or building accessibility into new work — plays a critical role.
